Boom Island Park, Nicollet Island Park, and B.F. Nelson Park create a lovely scenic loop along the Mississippi River in downtown Minneapolis. There are several playgrounds to be found along this loop (including the woods-themed North Loop playground on the west side of the river), bridges over waterways, paved pathways along the park & winding dirt trails nearer the river. The full loop should be accessible even with a stroller (you may have to walk a bit farther to get on or off the bridge on the west end of the Nicollett Island bridge). If you don’t care for the full loop across the river, there are enough trails on either side to walk the same length up and down with very little retracing.
